How we work this out: for every area, we look at all the current for-sale plot/land listings and sort them into three groups: has licence (the listing states an approved building licence/permit already exists), potential (no licence stated, but the land is described as buildable/eligible), and neither.
This reflects what's stated in the listing text today, not a legal ruling on any individual plot.
Areas with very few plot listings on the market are left out, since a handful of listings can swing the percentages wildly.
